Chief's Advisory Board

POLICY

The policy of the Fort Worth Police Department is to establish and maintain a Chief's Advisory Board. The goal of the Chief's Advisory Board is to provide a forum for police-community interaction to address public safety and related issues in order to further enhance the quality of life in our community. In doing so, the Chief's Advisory Board shall reinforce our elected values, the PANTHER concept:

PURPOSE

The “New” Police Chief's Advisory Board (CAB) was re-established in 2017 under the direction of the Chief of Police. The board was created to act as a community resource for the Chief in the formation of strategies, development of community policing concepts and increasing public awareness. The Chief's Advisory Board is not a review board of specific police actions, whether internal or external, but a forum for discussions concerning community concerns and leveraging the experience of persons outside of policing to benefit the Department and the community. The primary purpose of the Chief's Advisory Board is to provide a forum with key stakeholders regarding law enforcement policies within the community and is comprised of a diverse cross-section of community leaders representative of the City of Fort Worth.

The imagination of all members drives the board and reflect holistic views that serve as catalysts for the integration of community viewpoints into police department planning/strategies.

The rotating membership of the board consist of at least forty (40) prominent citizens from throughout the community (34 adults and 6 high school students) who represent a range of interests and experiences. Members are from diverse backgrounds, including business, education, non-profits, public relations, faith community, the political arena and more.

BOARD MEMBER ROLES (includes but are not be limited to):

  • Act as a sounding board for the Chief of Police regarding community needs and concerns, as well as community response to proposed police programs, priorities, and policies.
  • Apprise the Chief of Police directly of the community’s need for police services.
  • Assist in educating the community at large about the function and role of the Fort Worth Police Department.
  • Attend meetings in even months that are held on the first Monday of each month, at 6:00 p.m. in the Bob Bolen Public Safety Complex (Police Academy).
  • Open discussion regarding emergent trends in law enforcement that affect the City of Fort Worth.
  • The Board will have no input or discussion regarding specific employee personnel issues.
  • This Board will act solely in an advisory capacity and will not be involved in Department decision making at any level.
  • The Board is expected to provide input on topics the Chief of Police deems appropriate and timely. Each member of the Board will be expected to contribute.
  • The Board will elect an Executive Board consisting of the Police Chief, one representative from each of the six police divisions, one high school student, one social services representative, one member of the interdenominational faith community, one business representative, and one member of law enforcement. The Executive Board will manage emergency notifications to all board members and coordinate special projects/programs.

MEMBER SELECTION CRITERIA

The Chief of Police selects members to serve on the advisory board for their professionalism, integrity, and commitment to OUR community. The Chief or an elected Chairperson will lead the Chief’s Advisory Board meetings.
  • Adult members serve a renewable three-year term, and student members serve a maximum of two-year terms. All members serve at the discretion of the Chief of Police or his designee.
  • The Chief of Police or a majority vote of the advisory board may elect to remove members for cause prior to the end of their term. In addition, unexcused members by a majority of the board who fail to attend two consecutive regular meetings vacate their position, and may be replaced.

    • Resident
    • Members of the Business Community of the City of Fort Worth (both large and small businesses)
      • Community Hospital
      • Any Fort Worth Chamber of Commerce
      • Fort Worth Independent School District
    • Criminal Justice Community
      • District Attorney's Office
      • Probation/Courts
      • Criminal Justice Education, Community Colleges
    • Local Community based social services organizations related to:
      • Child Protection
      • Mental Health & Homeless Advocates
      • Drug and Alcohol Services
      • Interdenominational Faith-Based Organizations
      • Diverse Community Organizations, i.e., LGBTQ, Anti-Defamation League, NAACP, etc.

STAFF SUPPORT

The Office of the Chief of Police Public Relations Team (PRO Team) provides support to the Chief's Advisory Board. The Interdenominational Faith Officer (primary), the Procedural Justice Community Liaison (secondary) serve as liaisons to the Chief's Advisory Board, and the Executive Secretary is the Recording Secretary. In this capacity, the Executive Secretary will:

  • Record the proceedings of meetings of the Chief's Advisory Board (i.e., agendas, minutes, etc.).
  • Disseminate information, including minutes of meetings, to members of the Chief's Advisory Board.
  • Maintain all records related to the Chief's Advisory Board.
  • Provide administrative support to the Chief, Chairperson, or Liaisons.

MEMBER TERM LIMITS

Terms are limited to three years to allow for greater participation by all interested parties. A two-year extension for sitting board members will be considered on an individual basis at the pleasure of the Chief of Police. A board member may be excused from participation:

  • At the discretion of the Chief of Police.
  • In the event it is deemed necessary for the benefit of the Board as a whole.
  • In the case of those members who, without being excused by the Chief of Police or a majority of board members vacate their position by failing to attend two consecutive meetings.
